Online filing of Export documents at the ICD, Bangalore, through ICEGATE - Reg. - Customs - 07/2005Extract OFFICE OF THE COMMISSIONER OF CUSTOMS C.R.BUILDING : QUEENS ROAD POST BOX NO 5400, BANGALORE-1 PUBLIC NOTICE NO: 07/2005 Dated. 19-01-2005 Sub: Online filing of Export documents at the ICD, Bangalore, through ICEGATE - Reg. 1. All Importers, Exporters, Custom House Agents and trade associations are requested to take note that the facility for online filing of Shipping Bills through the Indian Customs Excise Gateway [hereinafter referred to as ICEGATE ] will commence from 26th January 2005, for exports from the Inland Container Depot, Bangalore. The facility for submission of documents manually and by floppy would, however, continue to be available for members of the trade as at present. 2. The procedures to be followed for online filing of Export documents are outlined below: 2.1 Preparation 2.1.1 Creation of the electronic Shipping Bills: It may be noted that the RES package, which was supplied to some Exporters and Custom House agents by the National Informatics Centre (NIC) has already been modified keeping in view the requirements of ICEGATE. Those RES users who have not yet collected the revised versions may collect it from the suppliers viz., NIC. The operation of the RES package i.e., the procedure for creation of the Shipping Bills would be the same as it was for filing on the NICNET. However, the procedure for submitting the document is different in the case of ICEGATE. Members of the trade who do not wish to use the RES package provided by NIC but wish to develop their own software or use third party software for the creation of Shipping Bills for filing on ICEGATE may refer to the Message Implementation Guidelines published on www.icegate.gov.in . The format specified in the said Guidelines may be adhered to for creating this electronic version of theShipping Bills. 2.1.2 Transmission Mechanism The transmission mechanism for submitting Shipping Bills and related messages, to the Inland Container Depot, Bangalore, is outlined in Annexure A to this public notice. It may be noted that there are two options available to the members of the trade for submitting the documents to this Custom House using ICEGATE viz. through SMTP (Simple Mail Transfer Protocol) and through web upload. The CHA/Exporter/Importer may choose one of these two options according to his convenience. 2.2 Obtaining Digital Signature Certificates (this will not be required at present) Central Board of Excise Customs would be the Certificate Authority for issuing Digital Signature Certificates and it is in the process of setting up a Certification Authority. Guidelines in this regard will be issued after obtaining the necessary licence from the Controller of Certifying Authorities. In the present phase of operations, Digital Certificates will not be required for authenticating these message transmissions. 2.3 Registration The members of the trade desirous of carrying out transactions through ICEGATE must complete the registration process. The ICEGATE registration process consists of two stages: ICEGATE Member Registration ICEGATE Trading Partnership Registration 2.3.1 ICEGATE Member Registration All users have been given, by default, the option to use web-forms. Therefore, all users register themselves, on ICEGATE using these webforms Online Registration The following sequence of steps may be followed by the Trading member to complete his/her registration: The Trading Partner must log into the Main page by entering the URL www.icegate.gov.in through a web browser. Proceed to register themselves by clicking the link login and then, by clicking the link REGISTER provided on the homepage. On clicking the above-mentioned link for registration, a new member registration screen appears as shown below: NEW MEMBER REGISTRATION SCREEN Complete the New Member Registration form. The mandatory fields are Username, Password, and Confirm Password, which have to be filled in. Click on the Submit button. A screen will be displayed to confirm that the registration has been completed successfully. The field structure in the above form are detailed below: ITEM NO. It can containe letters, numbers and special characters and is case ensitive . 14 Confirm Password 60 Type the same password that you type in the Password field for verification. 2.3.2 ICEGATE Trading Partnership Registration (This activity has to be carried out at ICEGATE by the Directorate of Systems - CBEC. Members of the trade who have faxed or-emailed the registration form would get an e-mail message from ICEGATE confirming the completion of partnership creation). A trading partnership in ICEGATE refers to relationship between the CHA/importer/exporter and the Customs Department, which has to be created by departmental personnel operating ICEGATE. The Partnership Registration is an offline process in ICEGATE. Once the Membership registration is complete, the end-user gets a message confirming creation of partnership after which the user (CHA/importer/exporter) can start his transactions on ICEGATE. Registration is a one-time activity and involves a one-time registration fee, which is being waived during the trial period. Registration fee will however be charged after the trial period is over. Members of the trade will be informed suitably 3.0 Transactions Once the registration formalities are completed, the members of the trade would be in a position to file and receive documents electronically through the Gateway on a round-the-clock basis. In the present phase of operations, no fee will be charged. The fee structure, details and method of collection of the transaction fees will be intimated in due course. 4.0 Seeking help For issues related to messaging at ICEGATE, members of the trade may contact the Directorate of Systems office at (011) 2337 0133 or (011) 2337 0673.
