No. S/16-Misc-444/03 Gr VII Date : 08/07/2003 PUBLIC NOTICE NO. 74/2003 Sub : TRA/GRA under DEPB/DEEC/DFRC/EPCG/DFCEC/Schemes with Mumbai Customs Zones - I and II Consequent upon the issuance of the Public Notice No. 73/2003 dated 30.06.2003 issued by the Chief Commissioner of Customs, Mumbai - I, regarding withdrawal of procedure for issue of RA/TRA at the port of Registration of DEPB/DEEC/DFRC/EPCG/DFCEC/licences and for smooth and uninterrupted clearances of import cargo, the following procedure is hereby prescribed. 2. The Importers/CHAs seeking clearance of import cargo under DEPB/DFRC/DEEC/EPCG/DFCEC Schemes at Air Cargo Complex/Jawahar Custom House/New Custom House/CFS Mulund against the licences registered at any of these four Ports at a port other than the Port of Registration, have to file their Application in the prescribed form (as per enclosed of ANNEXUFRE -I and II, schemewise), in triplicate at the Port of Registration and obtain a dated acknowledgment evidencing receipt of the same on two of the said application. Thereafter, Importer/CHA has to file one acknowledged copy of the said application (Annexure -I or II) alongwith Original Licence registered at any of the said Ports alongwith requisite documents at the Port of clearance. 3. The above application along with the required documents shall be received in the Licence Section at the Port of clearance. The details of Licence registered and the consignment to be cleared shall be entered, schemewise, in S/32 Register and the entry serial number with date shall be indicated on the application by the Licence Section. The first digit of this entry serial no. will indicate the scheme (like 1 for DEPB, 2 for DEEC, 3 for DFRC, 4 for EPCG, 5 for DFCEC) and the remaining digits (Numeric) will indicate the entry serial No. of the S/32 register. The Licence Section shall verify the 'Alerts' and the signature of the officers (who have registered the licence at the Port of Registration) on the reverse of the licences from the specimen signatures. Thereafter, the application shall be forwarded to the designated Data Entry Operator for registration of the consignment and to licence details, in RA/TRA Registration Menu. 4. The remaining procedure of assessment of Bill of Entry shall be as per the existing procedure followed at the Port of clearance. However, the concerned Group Appraiser shall debit the quantity and value on the reverse of the licence at the time of assessment of the Bill of Entry. 5. The Port of Clearance shall generate two reports (as per the enclosed ANNEXURES - A and B, schemewise ), one for the licence registered pertaining to the said location and other for licences already registered at other ports but debited against the consignments cleared at the Ports other than the Port of Registration schemewise on daily basis and it shall be sent to the respective Ports of Registration. 6. The Importer/CHA shall submit the licences alongwith a copy of the said application to the Licence Section at the Port of Registration within three working days of the clearance of the goods. On the basis of (i) retained receipted application; and (ii) the Debit Reports received from the Port of Clearance and/or the Debit Endorsements made by the Appraisers at the Port of Clearance on the reverse of the licence, the Group Appraiser at the Port of Registration complete the Debit Procedure at his end and sign on the reverse of the licence in token of having completed the debiting procedure. 7. The Public Notice No. 73/2003 dated 30.06.2003 stands amended to the above extent. This issues with the approval of the Chief Commissioner of Customs, Mumbai - I.
