Commissioner of Customs (Import-II), Mumbai Zone-I for the following effect: In Public Notice No. 29/2017 dated 09.03.2017 issued vide F. No. S/6-Gen1248/2017/BOND, NCH Point No. (ix) of Para 16 may be read as:- Denaturing of ethyl alcohol in a warehouse will be permitted under Customs supervision only on the basis of proper permission given by AC/DC Group as per the provisions specified in the board Circular No. 02/2006 dated 10th January 2006 and Public Notice No. 61/2004 dated 13/09/2004 issued by the Commissioner of Customs (Import) NCH under Section 24 of the Customs Act, 1962 read with 'Denaturing of Spirit Rules, 1972' issued by the Ministry of Finance. Point No. (xi) in Para 16, for the procedure of Change of Ownership, is added to the Public Notice, which is as under:- 16 (xi) Change of ownership :- The change of ownership will be permitted by the AC/DC Bond on the request of the Seller and Buyer of the goods. The following documents will be required for change of ownership: 1. Annexure 3- Form of application for transfer of ownership of the goods from present owner to the another, under section 59 (3) of the Customs Act, 1962 2. The purchaser is to execute a triple duty bond on a prescribed duly notarised non judicial stamp paper as per Circular No 18/2016Customs dated 14th may, 2016 under Section 59(1) of the Customs Act, 1962. 3. Letter of the Importer expressing his willingness to sell 4. Letter of the Purchaser expressing his willingness to purchase 5. Letter for appointment of CHA, if any 6. Copy of warehousing Bill of Entry with Examination Order 7. Copy of Bill of Lading duly endorsed by both Buyer and Seller 8.
