Examination of export cargo in Docks and CFS - Customs - 19/2012Extract OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE : COCHIN-682009 F No S32A/51/2012-Gr.VII.Cus C1/ 0 1/2012 TU Cus Dated 10-12 2012 Trade Facility No. : 19 /2012 Sub : Examination of export cargo in Docks and CFS Attention of Trading Public, Exporters and Custom House Agents is invited to the Public Notice Nos.161/2001, 60/2002, 117/2002 and instructions issued from time to time regarding stuffing of export cargo in factory of manufacture and removal of export goods on the basis of self certification and self sealing of containers. 2. As per existing instructions, the facility of self sealing is available only to select category of exporters including manufacturer-exporters. However, it has come to notice that exporters who have no approval/are not authorized for self-sealing of export goods are also bringing self-sealed containers to Container Freight Stations (CFS) for obtaining Let Export order. In such cases the goods would have to be destuffed completely and stacked inside the CFS shed. In case the EDI system selects any packages for examination, those packages have to be opened and examined. If the goods are found in order, the Appraiser/ Superintendent will grant Let Export order. Thereafter the goods will be stuffed into the containers under the supervision of the Preventive Officer posted at the CFS and containers will be sealed with Customs one time seals by the Preventive Officer. 3. Attention is also invited to Trade Facility No.17/2005 dated 18.11.2005 issued from this Custom House which prescribes the procedure for numbering and marking of export packages before they are produced for Goods Registration . All packages brought for export should be serially numbered and prominently marked for identification. The export documents should contain detailed packing list or invoice cum packing list as the case may be, indicating the marks and numbers on the packages, amongst other details. In case of packages not having any markings the same should be clearly indicated in the export documents. However there can be no such exemption for numbering of the packages. The numbering and marks should be prominent and unique. Paper stickers, which can be easily removed and replaced/substituted, will not be accepted for this purpose. In case of packing in bales where numbering/marking by ink is not possible, the same can be made on cloth, which can be properly stitched on to the bales. In case of any doubt or discrepancy on the method of numbering and marking of any specific consignment, the same should be brought to the notice of Assistant /Deputy Commissioner of Customs (Docks/CFS ) for necessary action. 4. It is made clear that the facility of self-sealing will be permitted in case of specified categories of exporters who have taken prior approval from Commissioner of Customs in terms of Board Circular No.90/98-Customs dated 8.12.1998 as amended. 5.
