No. S/20-09/AG/2018-19 Dated:10/05/2018 PUBLIC NOTICE No. 19/2018 Subject: - ICES Advisory 18/2018 - Abolition of Import Appraisement Group VII and other Export related developments - M/ Reg. Attention of all the Importers, Exporters, Customs Brokers, Shipping Lines and other stake holders is invited that in order to improve non- intrusive assessment, ease of doing business and initiation of setting up of Customs Audit Commissionerates the Board has decided to abolish the Import Appraisement Group VII from Customs formations and geared up some export related developments. 2. In line of Board's letter 450/ 100/2017-Cus-IV dated 10.04.2018 and ICES Advisory 18/2018 dated 08.05.2018 the Group VII has been discontinued in ICES with effect from 08.05.2018. Only the bills of entry filed before the said date i.e. 08.05.2018 would be available in the erstwhile group. All the new licences / schemes Bills shall be allotted to the remaining Groups i.e. Group I to VI as in the case of any other bill depending upon the classification of the item with highest assessable value. It is pertinent to mention here that these bills of entry shall also follow the First In-First Out (FIFO) Rule like the regular group bills. 3. On the side of exports too, there have been following developments furthering the commitment to digital customs: (a) E-payment facility has been operationalized for the payment of Export Duty / cess. The payment can be made through ICEGATE the same way as for import duties. (b) Bank account validation by PFMS is now mandatory for Drawback also. Unless the exporters account is PFMS accepted, his SB shall not be available for the final DBK scroll. This is a step towards making Drawback payment completely electronic through PFMS like IGST refunds and RoSL. 4. All the Trade Associations, Chamber of Commerce and Industry, Members of Regional Advisory Committee and Customs House Agents Association are requested to publicize the contents of the Public Notice among their members / constituents for information. 5. Action to be taken in terms of decision taken in this Public notice should be considered as standing order for the purpose of officers and staff.
