Procedure for Movement of Import Cargo in Containers from the Port to a CFS - Customs - FACILITY NOTICE NO 21 /2008Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (IMPORT) JAWAHARLAL NEHRU CUSTOM HOUSE, NHAVA SHEVA, DIST. EDI- 87/2007 JNCH Date: 26/02/2008 FACILITY NOTICE NO 21 /2008 (Referred / amended vide P.N.No. 69/2011,47/2011) Subject: Procedure for Movement of Import Cargo in Containers from the Port to a CFS reg. Attention of all Steamer/Shipping Agents (SA), Port/Terminal Operators and CFS Operators is invited to PN No 73/2003 dated 13.8.2003 regarding automation of the movement of containers from the Port to the Container Freight Stations (CFS) involving EDI connectivity with JNPT/NSICT/GTI/CFSs. This involves the exchange of selected messages for Container Movement Operation electronically among Customs, Port Terminal Operators and CFSs. The following messages relating to the movement of import cargo containers are identified between the Customs, Port Terminal Operators, CFS and Shipping Agents: Container Movement Messages Message No Message Name Description From To Message 19 move_app Cargo Movement Approval Customs SA CHSAI26 Port/Terminal Operator CFS 20 cfs_pass Gate Pass Source Custodian (Port Terminal Operator / CFS) Customs POCHI28 21 cfs_arr Consignment arrival at CFS Destination Custodian (CFS/ Port Terminal Operator) Customs CFCHI29 Message No. 19, 20 and 21 have been modified and the detailed message format of message no 19, 20 and 21,as agreed upon by all the three Port Terminal Operators and CFS Operators, alongwith explanatory notes on the messages and sample messages is enclosed as Annexure A 1. Cargo Movement Request: No separate application for movement of container is required to be filed by the Shipping Agent. The IGM presented to Customs electronically itself would be treated as application for movement of containers to CFS and automatic permission will be accorded by Customs at the time of grant of entry inwards.The shipping lines/agents must include the following mandatory fields in the IGM, so that the container movement is automatically approved at the time of grant of Entry Inwards: a) Port of Discharge (DEST_CD) is to be marked with a valid 8-digit CFS Code (CFS codes are annexed as Annexure B ) b) Cargo Type must be 'C' (containerized) or 'CP' (Part of consignment is containerized and remaining is packaged but not containerized) c) Cargo Movement must be 'LC' d) MLO Code must be specified with the owner shipping agent Code If the abovementioned mandatory fields are not mentioned in the IGM before grant of entry inward the movement approval will not be automatic and Shipping Lines will have to apply for cargo movement approval in the form as given in Annexure C. 2. Cargo Movement Approval Once the entry inwards is granted in the system, the Customs EDI system would generate cargo movement approval message (message No.19) which would be transmitted to Port/Terminal Operator, destination CFS and the shipping lines. This message also takes care of empty containers moved from Port/Terminal Operator to empty container yard and for this purpose a single destination code for empty container yard has been introduced 3. Movement from Port/Terminal Operator: The containers will be moved from Port to CFS based on the cargo movement approval message no 19 received by Port/Terminal Operator and CFS. Once the container exits the port gate, the port terminal will send gate pass message no 20 to Customs. 4. Minimum mandatory fields to be incorporated in the EIR: The physical gate pass used by port terminals i.e EIR (Equipment Interchange Report) should be generated at the time of exit of containers from the port. To ensure uniformity all terminals should include the following minimum fields in the EIR: Container number, seal number, Source Custodian (port terminal) name, destination custodian (CFS) name, EIR number, EIR date and time, truck number 5. Arrival of container at CFS Once the container arrives at a CFS, the CFS shall generate CFS arrival Message (Message No 21) and send to Customs. 6. The mail based accounting procedure for container movement from port to CFS introduced vide Facility Notice No 61/2007 dated 26.12.2007 will continue to be in operation till message exchange system gets stabilised. The date from which the mail based system will be discontinued will be notified after reviewing the functioning of message exchange system. 7. As the container movement from port terminal to CFS is automatically approved and communicated to port terminal /CFS as Message no 19, henceforth form 13 (for import containers) will not be endorsed by Customs Officer at port terminal gate. However, the EIR generated at the time of actual exit of container from port terminal will be endorsed by Customs officer at the port terminal gate. 8. This Facility Notice will come into effect from 1.3.2008 . 9. Any difficulties faced in the implementation of the Facility Notice may be brought to the notice of the Additional Commissioner(Import Noting).For system related problems trade may approach Addition Commissioner /Assistant Commissioner ,EDI.
