Attention of all concerned is invited to the Public Notice No. 01/2018 dated 13 th February, 2018 on extending eSANCHlTT application on all EDI locations. 2. At present e-SANCHIT is only on voluntary basis. However, reports received by the Central Board of Excise and Customs suggest that approximately 800 to 900 documents being uploaded on daily basis which may cover approximately 300 to 400 bills of entry. This lack of participation from the stake holder has been observed as a matter of serious concern. 3. In view of the same, it is informed that it is obligatory of the Customs brokers/self- filers to upload documents with effect from the date of issue of this notice. Those Customs Brokers and self-filers who do not file even a single bill of entry under e-SANCHIT will not be permitted to file documents on ICEGATE thereafter. 4 With the implementation of e-SANCHIT the process of Customs clearance has undergone complete transformation. It is not merely an IT project being implemented by DG (Systems). The Assistant Commissioner/Deputy Commissioner in charge of the EDI site will also ensure proactive implementation of the project. Among the other things, the following will be ensured. a) No officer should insist on hardcopy documents when it is on e-SANCHIT. Hardcopies of additional documents required during assessment should also follow the e-SANCHIT procedure outlined in the CBEC Circular 40/2017-Cus dated 13.10.17 b) Separate counters will be earmarked for clearances involving mandatory verification of documents in original (for example, Certificates of Origin), so that trade can visit only those counters to submit the relevant hardcopies. Even such documents must be uploaded on e-SANCHIT before clearance. c) Assessment functions carried out by the concerned proper officer will be based on the documents so uploaded. If a personal hearing is to be conducted for resolving or adjudicating disputes, it should be through a transparent system of appointments. If necessary, CCTV facilities will be put in place to ensure strict compliance. 5. Problems, if any, may be brought to the notice of this office.
