Abolition of Group 7 and other Export related developments - Customs - TRADE NOTICE NO. 05/2018Extract OFFICE OF THE COMMISSIONER OF CUSTOMS GST BHAVAN, 41/A, SASSON ROAD, PUNE-411001 F. No. VIII/Cus/Tech/PN SI/48-47/2016 Pune Dated: - 11.05.2018 TRADE NOTICE NO. 05/2018 Subject : Abolition of Group 7 and other Export related developments - reg. Attention of all Importers/ Exporters/ Customs Brokers and the Members of the Trade is drawn to ICES advisory No. 18/2018 dated 08.05.2018 by the Deputy Director, Director of Systems, Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, New Delhi. 2. In this context, refer to Board's letter 450/ 100 / 2017-Cus IV dt. 10.04.2018 on Functioning of Audit Commissionerates wherein the abolition of Group VII in Customs Commissionerates is discussed in Para 4. In line with the letter, Group VII has been discontinued in ICES w.e.f. 18. Only the Bills of Entry filed before this date and pending assessment shall be available in the erstwhile group. All the new License/ Scheme Bills shall be allotted to Group I to 6 as any other bill depending on the classification of the item with highest assessable value. Needless to mention, these bills of entry shall also follow the First in-First out rule like the regular group bills. 3. On the side of exports too, there have been following developments furthering our commitment to Digital Customs: a. E payment facility has been operationalized for the payment of export duty/cess. The payment can be made through ICEGATE the same way as for Import duties b. Bank account validation by PFMS is now mandatory for Drawback also. Unless the exporter's account is PFMS accepted, his SBS shall not be available for the final dbk scroll. This is a step towards making Drawback payment completely electronic through PFMS like IGST Refunds and RoSL, which too shall begin soon, 4.
