Attention exporter/ Customs Broker and trade is invited to the Board's Circular No- 47/2017-Customs dated 27.11.2017 issued vide F. No. 609/13/2017-DBK wherein guidelines have been issued to drawback of samples for the purpose of grant of drawback. 2- To facilitate trade and enhance the ease of doing business, Board has rescinded the Circular No- 34/1995-Custorns dated 06.04.1995, Circular No. 57/1997 -Customs dated 31.10.1997 and Circular No- 25/2005 -Cus- The export shipments shall continue to be subjected to appropriate treatment in terms of risk criteria provided in Risk NO Management System (RMS) wherever export consignments are selected for assessment or examination, the officer of customs not below the rank of Assistant or Deputy Commissioner would determine the need to sample On merits of each case. Since, drawback payment is subject to finalization of case after receipt of test report Of samples the samples should be only necessary or in case of any specific intelligence or doubt Of misuse, fraud etc. All such cases should be closed in a timely manner and not later than thirty days from date of let export.
