With a view to reduce congestion inside the Chennai Harbour, the procedure for movement of import transhipment containers from container terminals (CCTL/CITPL) to various CFSs as prescribed in the Public Notice No.194/2014 is partially modified. Following new procedure will be followed for checking of such import containers at Zero Gate inside Chennai Port with immediate effect. 2. The verification of container details by the Preventive Officer at the CCTL/CITPL Terminals as prescribed in PN 194/2014 is hereby dispensed with, and now this verification shall be done by the Preventive Officers posted at Gate -I (Zero Gate). Henceforth, it shall be responsibility of steamer agent and terminal operators to ensure that no container without load port seal leaves terminal for Zero Gate. In cases where load port seals are missing/tampered, steamer agent shall ensure to seal with OTS of shipping line before container makes exit from terminal and record details in all required documents. 3. The terminal operators will ensure that the containers selected for scanning would be diverted to CSD division for scanning. 4. The Preventive Officers posted at Gate 1 (Zero Gate) of Harbour Docks shall verify the container details and mention the pass out time of the container in the system maintained at the Gates as well as on the Gate pass (EIR Copy) issued by the custodians. 5. The officer posted at Export terminal gates at CCTL/CITPL will carry out seal verification of the import containers moved to JCD by Rail mode from the CC TL / CITPL Terminals. 6. The Preventive Officers posted at Gate 1(Zero Gate) will continue to check the containers from O Yard/UB/open bay of Harbour as done presently. 7. Considering the distance between the Harbour Gate 1 (Zero Gate) to the CFSs, the permissible time limit for movement of import containers from Harbour Gate to CFSs shall reckon from the time mentioned in the system and also in the time mentioned by the Preventive Officers at the Gate-I (Zero Gate). In case, the containers have not reached the CFSs within the prescribed time limit as stipulated in this Public Notice, the Preventive Officers posted at CFSs shall immediately bring it to the notice of the Asst. / Dy. Commissioner of Customs (CFS).
