S.Misc38/2017 - Refunds (Ch - IV) Dated: 08.11.2017 PUBLIC NOTICE NO. 237/2017 Subject: IGST Refunds - Filing of EGMs Reg. ***** Kind attention of the Exporters/ Customs Brokers/ Steamer Agents/ Other stakeholders and the Trading public is invited to the 1. DG Systems' D.O letter of even number dated 08.09.2017 on IGST export refund 2. ADG (ICES) letter F. No. IV (35)/1/2014-Sys Pt II/ 8351-8373 dated 22.09.2017 on Filing/ Closure of Gateway EGM in ICES system wherein the Directorate General of Systems Data Management had emphasized the need for filing and closure of EGMs for the Shipping Bills as a necessary condition under the CGST Rules for processing of refund of IGST paid on the exported goods. 2. IGST Refund module in ICES has been operationalised w.e.f. 10.10.2017. While IGST refund amounting to more than ₹ 150 Cr has been processed vide scrolls generated in ICES, it has been rejected for a significant number of shipping Bills owing to non-filing of EGMs, particularly Gateway EGMs in respect of ICD Shipping Bills where it is seen that EGMs were not filed electronically despite the facility being available in EDI. It is also learnt that the practice of manual filing and acceptance of EGMs at Gateway Ports still continues, 3. In this context, Board has also issued instructions for the Commissionerates to work with the Shipping Lines and ensure that wherever the export has indeed taken place, the EGMs are filed before the 31 st of October for the pending IGST refunds in such cases to be disbursed before the 31st of October for the pending IGST refunds in such cases to be disbursed expeditiously. A count of July Shipping Bills where IGST was claimed to have been paid but EGM was pending, is available with the System Managers along with the ICES Advisory 019/2017. Now, a list of these SBS is also available with the System Managers (J.C (EDI)) for more effective monitoring. 4. Shipping Lines operating from ports under this jurisdiction are advised to use this opportunity and file Supplementary EGMs/EGM Amendments without fail against all the pending SBS where export was completed and EGM not filed before 31.10.2017. For ICD Shipping Bills, the exporters 'nay also be advised to ensure that the Train Summary/ Truck Report/ Local EGM be filed at ICD properly in EDI without error and these Shipping Bills are then mentioned by the Shipping Lines while filing the EGM in EDI at the Gateway Port. 5.
