TRADE FACILITY NO. 09/2017 Subject: Import of articles of food under 'the Food Safety and Standards (Import) Regulation, 2017' dated 09.03.2017 -Reg. Kind attention of exporters, importers, Customs Brokers, Steamer Agents and all other stakeholders is drawn to 'The Food Safety and Standards (Import) Regulations, 2017'. In the recently concluded CCFC meeting it has been brought to the notice that some importers are importing food consignments without a valid FSSAI Import Licence, resulting in delay in import clearances. 2. As per regulation 3(1) of the Food Safety and Standards (Import) Regulations, 2017 No person shall import any article of food without an import license from the Central Licensing Authority in accordance with the provisions of the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011. In this regard all the stake holders are hereby informed that prior to import a licence has to be obtained from the Central Licensing Authority and get themselves registered as importers in the Food Import Clearance System (FICS). 3. The imports which are exempted from the provisions of FSSAI Regulations, 2017 such as articles of food for personal consumption, food import for the purposes of Research and Development, etc., are required to comply with the provisions of Regulation 7, under which declarations in specific forms (copy enclosed) need to be submitted to the proper officer before Out of Charge (OOC). 4.
