No.S6/34/2017-ITP Date: 27.09.2017 PUBLIC NOTICE NO. 41/2017 Sub: International Transshipment of Containers to and from Foreign Ports through Visakhapatnam Port -Reg. Kind Attention of the Importers, Exporters, Steamer Agents and liners trade is invited to this office Public Notice No 18/2007 dated 21.07.2007 wherein landing permission for the international tranship containers shall be obtained from AC/DC (Imports/ITP) before unloading of such containers. Liners Association represented Commissioner on 03.08.2017 for waiver of obtaining landing permission before berthing of the Vessel. The issue was examined and Commissioner of Customs is pleased to consider their request. Now the practice of obtaining landing permission before berthing of vessel is dispensed herewith. All liners are required to submit a vessel wise report to Customs ITP Cell by next working day after berthing of the Vessel for assigning the Container Bond No and date to monitor re-export of the same containers within the time limit of 6 months period as per Customs Notification No. 104/94 dated 16.03.1994. Vessel wise report consists of the following data which has to be submitted by liner after berthing of the Vessel. No. Line Number Container No. Size Type Status Load/Empty Contd......2 Containers arriving by Road or Rake from other Indian ports under Transhipment Bond need to be taken prior landing permission from AC/DC. Hence forth unloading of the International Tranship Containers shall be supervised by the Supdt of Customs (VCTPL) basing on IGM filed by the Agent only instead of IGM along with landing permission. As per para 2.7 of the Public Notice No. 18/2007 dated 21.07.2007, no goods shall be transhipped unless and until a Bill of transhipment duly permitted covering the same is produced. Liners Association also represented Commissioner for waiver of submission of TSA before sailing of the Vessel. The issue was examined and Commissioner of Customs is pleased to consider their request. Hence forth the practice of filing TSA Application before sailing of the vessel is dispensed off. Liners can apply TSA (Transhipment Application) to IT P Cell within two working days after sailing of the vessel. Liners/steamer Agents will be held responsible for loading containers without proper validity period for re-export.
