S/3-Misc-254/2017-18 ACC Date: 22/09/2017 FACILITY NOTICE NO. 21/2017 Sub: Validation of Bank Accounts in the PFMS for speedy smooth disbursal of IGST (Integrated Goods Services Tax) Export refund - Reg. Kind attention of Exporters, Members of Trade Industry, Trade Associations, Customs Brokers and other Stakeholders is invited to the processing of IGST Export Refund to be effective from 01/10/2017. 2. In this context, it may be noted that the Shipping Bill itself will be treated as IGST Export Refund Application with retrospective effect from 01/07/2017. Hence, no separate Refund Application is required to be filed. The application for IGST refund for exports shall be deemed to have been filed when the conveyance carrying the export goods leaves India, i.e. Export General Management (EGM) is filed, and the applicant has furnished a valid Return in Form GSTR 3 under Section 54 of CGST Act read with Rule 96, CGST Rules. 3. In order to avail the IGST Export Refund without any hassles, it is mandatory that the Exporters have validated Bank Accounts by Public Financial Management System (PFMS). If Bank Accounts of the Exporters are closed and/or not validated by PFMS, then the IGST Export Refund, even if sanctioned, may not get credited to the Accounts of the Exporters. 4. DG (Systems) has informed that Closed Bank Accounts of the Exporters do exist in the system and PFMS has invalidated such accounts making the prospective disbursal of IGST refund to such closed accounts impossible. Accordingly, DG (Systems) has provided the list of Exporters' Bank Accounts that are not validated by PFMS. The list pertaining ACC (Export) is hereby enclosed as Annexure 'A' to this Facility Notice and also uploaded on the website of Air Cargo Complex (www.accmumbai.gov.in) for wider publicity and necessary action of the concerned Exporters. The list has also been shared by this office as a measure of trade facilitation with the Federation of Indian Exporters Organization (FIEO) for wider circulation among the trade. 5. In view of the above, Exporters are advised to update their Bank Accounts immediately and not to make any changes in the same during the Current Financial Year for smooth disbursal of IGST Export Refund. 6. Difficulties, if any, faced in the implementation of this Facility Notice may be brought to the notice of the Assistant Commissioner of Customs (Drawback), Assistant Commissioner of Customs (EDI), Air Cargo Complex, Sahar, Mumbai. 7.
