Misuse of Advance Licensing Scheme F. No. 605/33/88/DBK (Pt. I) Dated 4-10-1988 Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Misuse of Advance Licensing Scheme. It has been brought to the attention of the Ministry that an exporter applied for an Advance Licence for import of silk and started to effect exports provisionally in anticipation of being granted a licence and DEEC. The export goods were declared as "pure silk dyed and printed scarfs of 100% mulberry raw silk". However, on examination the said goods were found to be actually cut pieces of old and used sarees. The modus operandi is brought to your notice with the request to issue suitable instructions to the officers dealing with DEEC cases special care should be taken with regard to examination of goods which are exported in advance discharge of export obligation.
