No. VIII/Cus/Tech/ self-sealing /48-49/2017 Date: 01.11.2017 PUBLIC NOTICE NO. 31/2017 Sub: Implementation of Electronic Sealing for Containers by exporters Under self-sealing procedure-reg. Kind attention of all Customs formations, Exporters, Members of Trade and Industry Associations, Customs Brokers and other stake holders is drawn to Board's Circular No. 26/2017-cus Dated 01.07.2017, 36/2017-cus dated 28.08.2017, 37/2017-cus dated 20.09.2017 and 41/2017-cus dated 30.10.2017 regarding Implementation of Electronic Sealing for Containers by exporters under self-sealing procedures. 2. In this regard, below mentioned exporters falling under the categories of AEOs/Self-Sealing and Factory Stuffing Permission are entitled for factory stuffing and self-sealing of containers at their respective premises for export goods in terms of above Board's Circulars. 3. Details of Exporters:-. Table not re-produce 4. This self-sealing permission of export container is limited for stuffing from the address of the factory premises mentioned in column no. 6 of above table against their name. This permission is not allowed for the address that not covered in the column no. 6 of above table. 5. The self-sealed container(s) containing export goods are permitted to be exported from any of the Port/ICDs/CFSs/Land Customs Stations etc. of the India. 6. All the exporters are directed to comply with the all direction(s) given in the above Board's Circulars. If any violation(s) of the Customs Act, 1962/ Rules/ Regulations or any other Act/ Rules/ Regulation for the time being in force is noticed, the above facility stand automatically withdrawn. 7, Further, Board has decided that mandatory e-sealing for different classes of exporters shall be brought in a phased manner as indicated below:- 7.1 In respect of all exporters who have been permitted self-sealing facilities under erstwhile procedures and exporters who are AEOs, it would be mandatory to seal their export containers with prescribed RFID e-seal w.e.f 8th Nov. 2017. Any non-compliance will subject the containersto usual RMS parameters. 7.2 In respect of the category of exporters who are availing supervised stuffing at their premises, extant practice of supervised stuffing may continue till 19th November 2017. With effect from 20th November 2017, they shall have to switch to RFID e-sealing procedures. 7.3 Regarding the exporters who have newly applied to the jurisdictional customs authority for self-sealing permission under circular 26/2017-Cus dated 1st July 2017, they shall commence use of the facility subject to grant of permission and upon adoption of REID e-sealing. 7.4 The applicable date for RFID e-sealing implies that exporters are required to use this procedure from the prescribed date. Any container sealed at the exporters premises before the prescribed date, shall not be required to be brought with RFID e-seal. 7.5 It is also clarified that those exporters who are in possession of RFID e-seals are at liberty to commence availing the facilitative procedures forthwith. It may be recalled that vide circular no. 37/2017-Cus, the e-sealing procedure had been made voluntary subject to availability of reader facilities. 8.
