No. VIII(12) Import/Tech/P.N./14/2016-17-Pt.ll Date: 21.05.2018 PUBLIC NOTICE NO. 18/2018 Subject:- Creation of Export Promotion Monitoring Cell CEPMC) and License Monitoring Cell - regarding Attention of all Customs Brokers, Importers, Members of Trade Industry Association and other stakeholders is invited to the Public Notice No. 5/2018 dated 30.03.2018 issued by the Chief Commissioner of Customs, Delhi Zone, New Delhi regarding re-organization of Delhi Customs Zone and revised jurisdiction of the Customs Commissionerates, Delhi Zone, New Delhi. 2. It is informed that changes have been made in assessment practice, wherein, Assessment in Group-VII has been discontinued with effect from 08.05.2018. All the Bills of Entry filed under various Export Promotion Schemes like EPCG, Advance Authorization etc and Bills of Entry filed by Utilizing Duty Credit Scrips issued under Chapter-3 of Foreign Trade Policy, will be assessed in Assessment Groups-I to VI, based on the classification of item with highest assessable value. 3. With the introduction of these changes, ambiguity regarding various other tasks performed by Group-VII prevails. Group-VI] performs various functions like registration of licenses issued under various Export Promotion Schemes under Chapter 3 of Foreign Trade Policy, registration of Licenses issued under EPCG Advance Authorization, monitoring of fulfilment of Export Obligation (monitoring of EODC), monitoring of Bond and Bank Guarantee executed by the importer availing benefit of various export promotion schemes, registration of Telegraphic Release Advice (TRA) received from Non-EDI ports, issuance of TRA to Non-EDI ports like SEZ etc. 4. In view of the discontinuation of assessment practice in Group-VII and other related changes, Export Promotion Monitoring Cell (EPMC) and License Monitoring Cell has been created for centralised registration of licenses and scrips, monitoring of Bonds and Bank Guarantees, monitoring of fulfilment of Export Obligation (EODC). 5. Previously, Bills of Entry filed under EPCG Scheme, Advance Authorization Scheme Jobbing were assessed in Group-VII. It is further informed that with effect from 08.05.2018, such Bills of Entry would be assessed in assessment group depending upon classification of goods. The importer is requested to execute Bond w.r.t Bills of Entry, relating to post export conditions (such as Advance License, EPCG, Job work etc.). The Deputy/Assistant Commissioner of the respective Assessing Group is the competent authority to decide the quantum of such Bond and Bank Guarantee, if any. Bond and BG shall be accepted by concerned Assessing Officers (Supdt./Appraiser) and AC/DC of the Group and after acceptance, the same shall be forwarded to License Monitoring Cell/EPMC on daily basis under cover of letter. The said EPMC on receipt of EODC shall forward the file along with Bond/ BG to the respective groups, who after taking necessary action, shall send the file back to EPMC. 6. However, no such Bond and Bank Guarantee are warranted in respect of Bills of Entry filed by utilizing Duty Credit Scrips issued under Chapter-3 of Foreign Trade Policy. Such Bills of Entry used to be assessed under Appraising Group-7H. The transfer of all work from Group-7H to other Assessing Groups-I to VI, which includes legacy work may take some time. Such legacy issues shall be handled by the officers posted in newly created Export Promotion Monitoring Cell (EPMC), till transition is completed. 7.
