Pt.I Dated: 01.04.2020 TRADE CIRCULAR NO. 10/2020 Subject: Movement and clearance of Import/Export Cargo- reg. Kind attention of all importers, exporters, customs brokers, members of the trade and industry and all other stakeholders is invited to the subject mentioned above. 2. It has come to the notice of the Customs department that some trade associations have taken a decision to selectively clear import/export cargo. However, this Department has not issued any instruction to the effect that only specified cargo will be considered for export/ import. Therefore, the above decision of the trade associations, have no legal sanctity and has been issued without the approval of this department. 3. While movement of essential goods is required to be facilitated in terms of NDMA Order No.1-29/2020-PP (Pt II) dated 24.03.2020, there is no ban on movement of any kind of cargo. Further, in the absence of proper movement of cargo due to the prevailing unusual situation there is a gradual pile up of containers in the ICTT and the Container Freight Stations within the jurisdiction of this Commissionerate. Consequently, if goods, essential or non- essential, as the case may be are not moved, there may be a hindrance to the movement of essential cargo also. 4. The trade and commerce in general and all associated stakeholders such as the Custodian, Steamer Agents, Customs Brokers, Trade Associations, importers/ exporters etc, are hereby informed that there is no restriction placed by this department for clearance and movement of any goods. All are requested to make it convenient to clear the goods at the earliest, in order to avoid congestion and pile up. 5. The above directions may be followed in letter and spirit.
