Setting up of Regional committees for EPZs and 100% EOUs to be located at Delhi, Bombay, Calcutta, Madras, Cochin and Kandla Circular No. 4/92-CX.8 Dated 28-1-1992 [From F. No. 268/43/91-CX.8] Government of India Ministry of Finance (Department of Revenue) Central Board of Excise Customs, New Delhi Subject : Setting up of Regional Committees for EPZs and 100% EOUs to be located at Delhi , Bombay , Calcutta , Madras , Cochin and Kandla. The question of setting up of a suitable mechanism for ensuring better coordination among the Export Processing Zone Administration, State Governments, Office of Director General of International Trade, Banks/Financial Institutions and the trade/industry to tackle procedural and operational difficulties of the units in EPZs and 100% Export Oriented Units has been under the consideration of the Government. It has now been decided to set up separate Regional Committees for 100% EOUs and EPZs to be located at Delhi, Bombay, Calcutta, Madras, Cochin and Kandla with the concerned Development Commissioner of EPZ as the Convener. 2. The composition of the Regional Committee will be as under. Each Regional Committee will consist of :- 1. Development Commissioner of EPZ Convener 2. Collector of Customs or his representative Member 3. Collector of Central Excise or his representative Member 4. Industry Secretary/Directors of Industries of the concerned State Governments or their representatives Member 5. The JCCIE/DCCIE concerned Member 6. Joint/Deputy Controller (Preferably Exchange Control Divn.) of RBI concerned. Member 7. Senior most available officer of the IDBI located in these cities Member 8. Chairman/Convener of the State level Banker's Committee or GM of the lead Bank of the State Member 9. A representative of EPZ Industries Association. Member 10. A representative of Confederation of 100% EOUs Member 3. It shall inter alia perform the following functions :- (i) tackle procedural aspects and suggest policy changes emanating from procedural difficulties; (ii) ensure better coordination among the Zone Administration, State Government office of DGIT, Industries Association, Bankers etc. (iii) attend to the grievances of Industries Association of EPZs and EOUs; (iv) take up any other issue relevant to the growth of EPZs. 4. The Regional Committee will also have powers to coopt additional members.
