Streamlining of UQCs in Bills of Entry and Shipping Bills - Customs - PUBLIC NOTICE No. 53/2020Extract OFFICE OF THE P INCIPAL COMMISSIONER OF CUSTOMS CUSTOM ROUSE PORT AREA VISAKHAPATNAM - 530 035 F.No.P3/20/2019-Stats Date: 19-08.2020 PUBLIC NOTICE No. 53/2020 Subject: Streamlining of UQCs in Bills of Entry and Shipping Bills - reg Attention of the Importers, Exporters, Custom Brokers and all stakeholders is invited to the above subject. Board has undertaken an exercise towards standardization of Unit quantity Codes (UQCs) for the purposes of export / export declarations filed on EDI. It was noted that many importers and exporters use UQCs like BGS, BTL, BOX, CTN, GGR, HPT, KPC, ODD and DRM etc. which are neither stipulated in the Customs Tariff Act nor prevalent in the normal business transactions. These non-convertible/inappropriate IJQCs lead to a poor quality of data capture and related implications. 3. As a first measure, declaration of quantities in Statistical UQCs (SQCs) as prescribed under theTariff Act have been made mandatory in both imports (since February, 2019) and exports (since February, 2020) for every item in addition to the quantities declared in the commercial units as per the invoice. The SQC dedarations are being captured in the Single Window table of the Bills of Entry and Shipping Bills. 4. In order to further improve data quality, even among the commercial UQCs declared for the items as per the invoice, henceforth only codes as mentioned in the Annexure would be permitted in BEs/SBs. Declarations in any other IJQC will not be accepted. 5. The above changes will come into effect from 20.08.2020 and all the stakeholders may follow the standardized UQCs while filing BEs/SBs. Difficulties faced, if any, in implementation of the changes may be brought to the notice of the Additional/Joint Commissioner of this office. 8.
