BHAWAN, 41/A, SASSOON ROAD, PUNE-411001. DATED. 13-07-2020 PUBLIC NOTICE No. 35/2020 Subject: Setting up of Turant Suvidha Kendras at every Customs Stations of Customs Commissionerate, Pune- reg. Attention of all Importers/Exporters, Customs Brokers, Shipping Lines/Agents, Custodians, Port Terminal Operators, Members of Trade and Industry coming under the jurisdiction of Customs Commissionerate, Pune and all other stakeholders is invited to Circular No.32/2020-Customs dated 06.07.2020 issued by Central Board of Indirect Taxes and Customs, New Delhi regarding setting up of Turant Suvidha Kendra(TSK) and Other Initiatives for Contactless Customs 2. In this regard, Board vide Circular No.09/2019-Customs, dated 28th February 2019 communicated their decision to implement the next generation reforms in the Customs clearance process under the umbrella of Turant Customs with the objectives of speedy clearance, transparency in decision making, and ease of doing business. Subsequently, Board has rolled out numerous changes to the Customs clearance process, which includes Turant Customs. These initiatives include the self-registration of goods by importers, automated clearances of bills of entry, digitisation of customs documents, paperless clearance, etc. The stage is now set for the roll out of the most critical reform under the Turant Customs viz., Faceless Assessment. 3. The Phase 1 of Faceless Assessment has begun at Bengaluru and Chennai from 8th June 2020 for imports primarily made under Chapters 84 and 85 of the Customs Tariff Act, 1975. To cater to varied functions and roles which are clarified in Instruction No.09/2020 dated 05.06.2020, Board has decided to set up dedicated cells called Turant Suvidha Kendras, in every Customs station manned by custom officers by 15.07.2020 . Some of the functions and roles to be entrusted to the Turant Suvidha Kendra are: I. Accept Bond or Bank Guarantee; II. Carry out any other verifications that may be referred by the Faceless Assessment Groups; III. Defacing of documents/ permits/ licences, wherever required; IV. Debit of documents/ permits/ licences, wherever required; and V. Other functions determined by Commissioner to facilitate trade 4. In view of the Board's Circular No.32/2020 dtd 06.07.2020, Turant Suvidha Kendras are hereby set up at each of the following Customs Stations w.e.f. 15.07.2020 to facilitate the trade. The administrative set up of the T SK will be as under. i) Turant Suvidha Kendra would be headed by the concerned AC/DC, incharge of the respective Customs Station. ii) One Superintendent/ Appraiser and an Inspector/Examiner posted at the Customs Station would be the part of the respective TSK . iii) If more than one Superintendents/Appraisers and Inspectors/Examiners are posted at any Customs Station, then the senior most officer from each cadre of Superintendents/ Appraisers and Inspectors Examiners posted at the said Customs Station will function as the officer incharge of the TSK of that Customs station. iv) Suitable register to be maintained by the officers to help them monitor their work and also send reports as may be necessary. 6 Any difficulties, in this regard, may please be brought to notice of the undersigned. 7. The Public Notice will be construed as the Standing Order so far as the Departmental Officers are concerned. All concerned AC/DCs incharge of the various Customs Stations as above are advised to give wide publicity about this facility to the Trade/Stakeholders. (P. K. BEHERA) COMMISSIONER
