COMMISSIONER OF CUSTOMS (NS - I), APPRAISING MAIN (IMPORT), JAWAHAR LAL NEHRU CUSTOM HOUSE, NHAVA-SHEVA,TAL-URAN, , RAIGAD-400707, MAHARASHTRA ( e- mail:appraisingmain.jnch@ gov.in : Telephone No.022-27244979) Date : 29.03.2023 me PUBLIC NOTICE NO. 26 /2023 DIN-20230378NW0000999DED Subject: Clarification for separate registration required in respect of First time import and First time export at JNCH-reg. **** Attention of all the Importers, Exporters, Custom Brokers and members of the trade is invited towards Public Notice no 112/2017 dated 31.08.2017 issued by the Commissioner of Customs, NS-III, JNCH regarding first time importers/exporters, verification of documents regarding. The said Public Notice describes the procedure for KYC verification of first time importers/exporters. 2. Representations have been received from Importers, Exporters and trade associations highlighting the difficulty faced regarding verification of documents by Customs. It has been represented by the stakeholders that IEC holders are being instructed to complete the procedure for first time import as per Public Notice 112/2017 dated 31.08.2017, if filing Bill of Entry for first time even if export has been done earlier by the same IEC holder. Similarly, IEC holders are being instructed to complete the procedure for first time export as per Public Notice 112/2017 dated 31.08.2017, if filing Shipping bill for first time even if import has been done earlier by the same IEC holder. 3. With the objective to promote ease of doing business, and to make import and export easier and hassle free it is hereby clarified that once the registration is completed by an IEC holder for, first time import, Customs Officers will not insist upon registration for export from the same IEC holder if it undertakes export for the first time. Similarly, once the registration is completed by an IEC holder for, first time export, Customs Officers will not insist upon registration for import from the same IEC holder in case of first time import by the said IEC holder. Henceforth, only one import/export registration is mandatory and the IEC holder can effect both import and export at JNCH. 4, It is pertinent here to mention that as per the Public Notice No. 112/2017 dated 31.08.2017 for first time import /first time export registration, EDI Section has to upload the list of such first time importers/exporters on JNCH website. In case of any doubt, necessary verification from said list may be done. 5. Difficulty, if any, may be brought to the notice of Deputy / Assistant Commissioner in charge of Appraising Main (Import) through email (email address: [email protected]). Action to be taken in terms of decisions taken in this Public Notice should be considered as standing order for the purpose of officers and staff.
