Telephone: 044-25254419 eMail:[email protected] F.No.CUS/DOCK/84/2023-Docks Date: 19-05-2023 PUBLIC NOTICE NO. 17 /2023 Sub: Indian Customs EDI System Electronic Cash Ledger Queries and Clarifications - Reg. * * * * * Kind attention of the Importers, Exporters, Customs Brokers and other stakeholders is invited to the Facility Circular No.12/2023 dated 10.04.2023, informing the phased implementation of Electronic Cash Ledger (ECL) and PN 14/2023 dated 06.04.2023 issued regarding granting of manual OOC. It is informed that, based upon various queries related to ECL, raised by the EXIM Trade / Customs Brokers, the CBIC has clarified certain issues, and the same are reproduced below, for information. Query: Challan not visible Response: This issue has been resolved now and as soon as challans are made available by ICES, the same are displayed to the users on ICEGATE for payment. Query: If custom duty amount is not integrated in ICES, the same should be credited automatically in ECL wallet? Response: If the amount is not integrated in ICES, amount will be credited in ECL Wallet. Users are requested to share specific details if still facing any issue. Query: ECL top up amount does not get credited to pay duty. Response: ECL top up amount gets credited in the wallet if the transaction is successful between Banks/RBI and ICEGATE. Enquiry for the top-up challans is also available on ICEGATE to check latest status. Query: Ledger must be downloadable in excel format. Response: Trade has desired for a separate option to download ledger in EXCEL format for convenience of reconciliation of payments at their end. This functionality is under development and will be made live soon. Query: Users require tracking of Customs Brokers money transferred to ECL'. Response: Functionality to track Customs Brokers based reports for transactions is under development and shall be provided to users soon. Since the system-wide issues occurred in ICEGATE payment module is resolved, and the issues being faced by the importers now are stand alone in nature, pertaining to a particular importer, the Public Notice No.14/2023 dated 06.04.2023 is here by withdrawn with immediate effect. If there is any discrepancy/issue, importers need to check the status of their payment in ICEGATE e-payment Enquiry (https://cbicpay.icegate.gov.in/iceepay/enquiry), and also check whether the credit and debit entries are there in ECL wallet for the payment made for the particular Bill of Entry. If the payment is not integrated and the duty paid is credited in your ECL, they have to re-initiate the payment with interest from the ECL Wallet. If the amount paid has not credited to the ECL wallet, they have to send a detailed mail to the ICEGATE Helpdesk [[email protected]], with a copy of the payment status, ECL, and the below mentioned information. i. Port Code , ii. Document Type (BE/MBE/SB), iii. Document No., iv. Document Date, v. IG Reference No./CPIN, vi. Challan No., vii. Challan Date, viii. Date of Payment Initiation, ix. ICEGATE ID, x. PAN No., xi. IEC No. xii. Amount and xiii. Contact details If the payment is made through PAN, it is requested to attach self-attested copies of the PAN through which the duty is paid along with self-attested IEC, and importer has to give their consent/undertaking for crediting the payment made through the that particular PAN, to their IEC based ECL wallet. It is seen that lot of Bills of Entry for which Manual Out of Charge permission was given as per Public Notice No.14/2023 are yet to be regularized in the ICES. The list of such Bills of Entry are here with enclosed. In all these cases importers are here by requested to follow the above mentioned procedure for duty integration immediately.
