No. CBIC/54/2023-WCO CELL-CBEC Government of India Ministry of Finance Department of Revenue Central Board of Indirect Taxes Customs New Delhi, Dated: 24.05.2023 Subject : Instructions regarding communicating with WCO The undersigned is directed to invite attention to the aspect that a WCO cell in the Customs Policy Wing of the Board functions as the nodal contact point of CBIC for communication and co-ordination with the WCO (including its regional or other entities such as regional Vice-Chairs, ROCB, RILO, RDTCs, RCLs etc.), and to convey that - (a) No officer, Directorate or field formation should initiate any communication or contact with the WCO on their own accord. In the event of any direct/substantive formal or informal WCO communication to an officer, Directorate or field formation, which is not expected to be made by the WCO, it must not be responded but brought to the notice of the JS Customs and WCO Cell by email for suitable examination and/or response at appropriate level. (b) When an officer is nominated for a WCO related event (meeting/seminar/workshop etc.), the follow up communications with WCO are to be endorsed by email to the Board s WCO Cell (email : [email protected]). (c) In case where an officer/formation is required to co-ordinate with WCO for a WCO project or activity after approval of the Board, all follow-up communications with the WCO etc. are to be endorsed by email to the Board s WCO Cell. This aspect is likely to have relevance for NACIN (ROCB/capacity building matters), DRI (RILO/enforcement matters), and National Contact Points for WCO activities. In case of any doubt/queries related to communications with the WCO, a reference may be made to the JS Customs for clarification.
