Instances of abnormal delays have come to the notice of the Board regarding receipt of proof of export in respect of exports by post. Since the proof of export in such cases is to be obtained by the exporters from the Postal Authorities, the Board has separately urged the Postal Authorities to take suitable remedial measures in this regard. 2. However it has also been decided by the Board that where the proof of export in respect of exports by post is not received within six months from the date of despatch, provisional credit in the running bond account of the exporter may be allowed on the basis of a certificate furnished by the bankers of the exporters certifying receipt of the sale proceeds related to the export consignment. This certificate should be supported by another certificate from the local post office where the parcel was registered, certifying that the export parcel has not been received back.
