Sub : Improving quality of assessments in Central charges through capacity building a of AOs-workshops by CIT (A) There is considerable scope of improving the quality of assessment orders in Central Charges. Member (Inv.) has been emphasizing upon the need of improving the quality in his repeated communications. One of the measures for improving the quality is providing necessary guidance to the assessing officers and building their capacity. 2. With a view to achieve the above objective, I am desired to request all the DGsIT (Inv.)/ CCsIT(C) to organise workshops conducted by CIT (Appeals) of Central Charges. All the assessing officers and range heads working in the Central Charges must be made to attend such workshops which need to be organized by the CsIT in Central charges. Other Officers as considered necessary, may also be asked to attend such workshops. The CsIT(A) should share the examples of shortcoming/inadequacies of enquires/investigation and mistakes/inadequacy in drafting of assessment order in Central Charges and highlight the issue that could have been better attended to during the assessment process. While sharing the experience, the CIT(A) should focus upon the cases of their charge. 3. After the workshop, brief record (bullet points only) containing highlights of common mistakes noticed and precautions to be taken by the assessing officers may be circulated amongst to concerned. A copy of the same may be sent to the Board facilitating compilation. 4. First such workshop may be conducted within three weeks of receipt of this letter and Confirmation to this effect may be communicated in the following monthly letter of the CC/ DG to the Member (Inv.).
