Excise procedure in small scale Industry Units - Maintenance of more than one gate pass Book Circular No. 14/87 Dated 19-2-1987 [From F. No. 204/6/86-CX.6] Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Excise procedure in small scale Industry Units - Maintenance of more than one gate pass Book. It has been brought to the notice of the Board that the Central Excise Officers are not attending to the job of preauthenticating gate passes promptly and are also reluctant to preauthenticate an adequate number of gate passes at a time. Complaints of harassment and malpractice have also been reported in this regard. 2. The issue has been examined by the Board and it has been decided that in future the requirement of gate passes for six months or at least one complete gate pass book, should be preauthenticated at a time. In case the number of gate passes required for six months is more than one complete gate pass book, then required number of gate pass books should be preauthenticated at a time. Board also has directed that the compliance of above orders should be ensured by collectors through inspections conducted by them and other senior officers of the Collectorate. It is further reiterated that the Board's instructions already issued with regard to the visits of inspectors/superintendents, preventive and audit parties for SSI Units are rigidly followed and visits are undertaken only with the prior approval of the Divisional Assistant Collector or the Assistant Collector concerned.
