Central Excise - Annual Stock taking in Small Scale Units - Visits of Central Excise Inspectors/Superintendents - Clarification Regarding Circular No. 7/87 Dated 28-1-1987 [From F. No. 223/3/87/CX.6] Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Central Excise - Annual Stock taking in Small Scale Units - Visits of Central Excise Inspectors/ Superintendents - Clarification Regarding. A reference is invited to the Board's following references on the above subject :- 1. Telex F. No. 223/17/86-CX.6, dated 10-3-1986. 2. F. No. 223/53/86-CX.6, dated 14-10-1986. Circular No. 43/86-CX.6. 3. F. No. 213/57/86-CX.6, dated 10-11-1986. Circular No. 48/86-CX.6. A doubt has been raised by the Collector, Meerut whether the licensed small scale units should be visited for annual stock taking purposes or not, in view of Board's telex F. No. 223/17/86-CX.6, dated 10th March, 1986. 2. According to para 243 of Basic Excise Manual, Annual stock taking has to be conducted in cases of factories working under partial or conditional exemptions. Since small scale exemption Notification No. 175/86-CE is a conditional Notification, the annual stock taking is necessary. It is hereby clarified that there is no bar for conducting annual stock taking or making visits as per Act/Rules or Board's instructions provided Assistant Collector's approval as contempleted in Board's telex, dated 1st March, 1986 is obtained. 3. This disposes of letter C. No. V(30) 610/T-II/86, dated 26th December, 1986 from Collector of Central Excise, Meerut.
