Polyester Films made from Polyester Chips [Chapter 39] Letter No. 345/15/87-TRU Dated 28-7-1987 Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Polyester Films made from Polyester Chips [Chapter 39] A doubt has been raised whether the concessional rate of excise duty in respect of polyester films, prescribed in the Notification No. 269/86-CE, dated 24-4-1986 would apply to polyester films made from polyester chips which are exempt from excise duty. It is hereby clarified that the expression " duty already paid" would also apply when the duty paid is 'nil'. 2. Thus, polyester chips which are subjected to nil rate of duty would have discharged the duty leviable under the Central Excises Salt Act, 1944 and accordingly, films made out of chips will be entitled to the concessional rate of 25% ad valorem.
