No. 261/52/13/87-CX.8 Dated 8-9-1987 Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Acceptance of "neutral packing" for Export instruction regarding. Representations have been received by the Board from a number of exporters of cotton yarn expressing their desire to resort to 'neutral packing' for their export consignments. Under this system of packing the name and address of the manufacturer is not required to be indicated on the export packages. 2. The matter has been considered by the Board and it has been decided that in respect of export of cotton yarn the exporters need not be required (if so desired by them) to indicate the name and address of the manufacturers/ owners on the export packages. Though sub-rule (1) of rule 185 of the Central Excise Rules, 1944 requires export packages to inter alia bear the name of the owner, the Board desires that in case of export of cotton yarn, if so desired by the exporters, the provisions of rule 185 as referred to above, may be suitably relaxed and they be exempted from indicating the name of the manufacturer / owner and their address on these export packages. However manufacturers should store such packages meant for export separately and keep subsidiary accounts in regard to such packages. The local Central Excise Officers may check these subsidiary accounts once in a month.
