Implementation of Indian Customs EDI System 1.5 (ICES 1.5) at New Custom House, Mumbai - regarding - Customs - 89/2010,Extract GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF REVENUE OFFICE OF THE COMMISSIONER OF CUSTOMS (IMPORTS) New custom house, BALLARD ESTATE, MUMBAI - 400 001 PUBLIC NOTICE NO 89/2010, Dated: Nov 09, 2010 Subject : Implementation of Indian Customs EDI System 1.5 (ICES 1.5) at New Custom House, Mumbai - regarding Attention of the Importers, Exporters, CHAs, trade and all other agencies concerned is invited to the following Public Notices issued by the Commissioner of Customs (Imports), Mumbai, regarding computerised processing of Export/ Import documents under Indian Customs EDI system, and subsequent public notices issued from time to time, including: (i) Public Notice No. 85/1999 Dated 29.07.1999, Subject:- Procedure for computerised processing of Bills of Entry under the Indian Customs EDI Systems(Imports) at New Custom House, Mumbai. (ii) Public Notice No. 42/1999 Dated 22.03.1999, Subject:- Procedure for computerized processing of Shipping Bills under the Indian Customs EDI Systems (Exports) at New Custom House, Mumbai. (iii) Public Notice No. 17/2005 Dated 11.04.2005, Subject:- Filing of documents through ICEGATE. (iv) Public notice No. 55/2010 Dated 26.08.2010, Subject:- Implementation of Indian Customs EDI System 1.5 (ICES 1.5) at New Custom House, Mumbai (v) Public Notice No. 20/2010 dated 28.05.2010 and 62/2010 dated 09.09.2010, Subject: Verification/updation of Carrier Agencies and CHA Directories for implementation in ICES 1.5 (vi) Advisory Note on Migration to ICES 1.5 dated 03.11.2010 2. It is hereby informed that commencement of live operation of the new EDI application ICES 1.5 from National Data Centre shall be with effect from 15.11.2010. The details are as follows: Date Time Activities Remarks 10.11.2010 after 6 P.M. To stop Filing Documents in EDI through Service Centre ICEGATE 11.11.2010 upto 2.00 P.M. Officers to process clear all documents in EDI pending at various stages EDI Operation would be available for processing only and no new noting is permitted 11.11.2010 12.11.2010 Manual Noting of all documents Except DEPB S/Bills because of Licence Transmission 15.11.2010 Filing of EDI documents in ICES V1.5 3. It may be noted that : a) Documents means all including Bs/E, S/Bills, IGMs, CGMs EGMs etc. b) Operation at Various Stages includes Assessment, Examination, Query Replies, Amendment, Duty Payment, Goods Registration, POCC/LEO, Entry Inward, Sailing Report etc. c) The last DBK Scroll in ICES V1.0 to be generated shall be on 10.11.2010. The banks are advised to credit the DBK amount into Exporter's Account positively on the same day, but certainly not later than 11.11.2010 upto 2.00 P.M. The next DBK Scroll can be generated on/after 15.11.2010 in ICES V1.5. d) If a Carrier Agent files manual IGM on 11 12 th November, 2010, then, they will necessarily have to file EDI IGM on 15 th November, 2010, in ICES V1.5, through ICEGATE only. For legal purposes, the date of filing of Manual IGM and Entry Inward date entered into Manual LAN System would be taken. e) No manual EGM shall be filed on 11 th 12 th November, 2010. Hence, EDI EGM shall be filed (i) either on/before 10.11.2010 in ICES V1.0 or (ii) on/after 15.11.2010 in ICES V1.5 through ICEGATE only. f) The Banks (Bank of India Bank of Baroda) will continue to collect the duty for EDI Bs/E and Cess for EDI S/Bills upto 2.00 P.M. on 11.11.2010. Duty Collection through EDI (ICES 1.0) is to be stopped on 11.11.2010 (Thursday) from 2.00 p.m. and to be resumed in ICES 1.5 on 15.11.2010 (Monday) after confirmation from Customs. g) For the Bs/E which are manually noted, the Cash Section under the control CAO would collect duty. Similarly, for the S/Bills, which are manually noted, the Cash Section under the control CAO would collect Cess, if applicable. h) There would be concurrent audit in ICES V1.5 for all types of Bills of Entry for few days till the introduction of RMS in ICES V 1.5. Further, the Concurrent Audit would be done for all the Bs/E noted manually. The concurrent audit will be done by the AO's of PCA Section. i) There will be stoppage of messages that are being exchanged with Custodian (MbPT) for both Import and Export Modules w.e.f. midnight of 11.11.2010 (Thursday). j) As already mentioned in para 9(h) of P. N. No.55/2010 Dtd. 26.08.2010, it is once again reiterated that all documents entered in the Service Centre and pending for submission must be submitted prior to specified date i.e. 10.11.2010 failing which these would have to be re-entered after migration of ICES operations to Data Centre.
