Presentation of tax arrears to Parliament. - Income Tax - 1254/CBDT

INSTRUCTION NO. 1254/CBDT Dated : April 27, 1979 The question of proper presentation of tax arrears to Parliament has been under consideration of the Board. The matter had also figured in the Annual Conference of the Commissioners of Income-tax held in May, 1978. In pursuance of the decision taken at the Conference, a Committee was set up by the Board to examine the existing method of presentation of tax arrears,. particularly to the Parliament and the Public Accounts Committee, and to suggest a proper method whereby a true picture about the realisable arrears is brought out. The Committee in its Report has suggested certain changes in the existing Parts II VI of the quarterly statement of tax in arrears (as modified in the Board's Instruction No. *1139, dated 16th Jan., 1978). 2. The suggestions made in the report of the Committee on presentation of tax arrears have been approved by the Board and it has been decided to modify the quarterly statement as suggested by the Committee. A specimen of the revised Parts II and VI of the quarterly statement of tax in arrears are enclosed (Annex.I). 3. The revised proforma should be used for furnishing the reports for the quarter ending 30th June, 1979 and in all subsequent statements. Except for Parts II VI, the format of the quarterly statement, currently in use, remains unchanged. To enable the requisite information to be furnished in the revised Parts II VI the existing source records have been suitably modified. A copy each of the revised formats of the source records is also enclosed (Annex-II and III). The revised source records may please be brought into use from 1st April, 1979. 4. In the light of the changes made in Parts II IV of the existing quarterly statement and the source records, DOMS has drawn up the necessary guidelines for maintenance of source records and compilation of the Parts II VI of the statement. A copy thereof is enclosed (Annex-IV). The Directorate of RS P is being requested to make arrangements to print and supply sufficient number of copies of the revised proforma of the quarterly statement and registers as soon as possible. You are requested to take steps and make local arrangements to ensure that the prescribed source records are introduced in your charge w.e.f. 1st April, 1979 so that the quarterly statement of tax in arrears can be sent in the revised proforma from the quarter ending 30th June, 1979 and onwards.
