ITO's Control Register (ITNS-132). - Income Tax - 1716/CBDTExtract INSTRUCTION NO. 1716/CBDT Dated: June 23, 1986 At present the ITO's Control Register (ITNS-132) commonly known as the Bule Book is required to be maintained in each ITO's Circle/Ward for a period of one year. The process of writing, maintaining and updating of the Register every year is time consuming and involves lot of labour. In order to save the time and labour involved in writing this Register every year, it has been decided that with effect from the year 1986-87 this Register will be maintained for a period of three years instead of one year as at present. The form of the Register has also been revised and is enclosed herewith. 2. The revised Register which is also computer oriented provides for simplification of the format by eliminating redundant columns and adding new columns to bring the Register in line with the present law and procedure and information needs of the Department. The procedure for filling up the various columns in the new form of the Register is given in the Annexure to this Instruction. 3. The ITO's Control Register in the revised form is to be introduced with effect from 1-4-1986 and will be maintained for three years. In other words, a new register will be started every fourth year. The Register started in 1986-87 will be in operation during 1986-87, 1987-88 and 1988-89. At the end of the year 1988-89 the three years' cycle of the Control Register started in 1986-97 will be completed and a new Register will be started in 1989-90 which will remain in use upto 1991-92. In this manner the three years' cycles will go on. 4. It is expected that in view of its obvious advantages, the new format will receive ready and willing acceptance from all those who are required to handle the Register. It is however, necessary that the changes made from the existing form are fully understood, particularly by the officials who are mainly responsible for writing and maintenance of the Register, Head Clerks, Supervisors and ITOs. 5. Sufficient number of the revised forms may be got locally printed on A2 size paper i.e.420 x 594mm (except in those charges where computerised forms are to be used) by the Commissioners to meet the immediate requirements of their ITOs. As the Register is required to be maintained for three years it is desired that good quality thick paper should be used and the bound Register in the new form are made available to the ITOs at the earliest so that the new Register is introduced with effect from 1986-87.
