Can a person in India do business like Import material from Germany and export to US

without doing any manufacturing process or value addition.

Yes sir, traders can import goods and then sell them to local buyers,

Similarly, merchant exporters can also export goods without any manufacturing activity thereon or any value addition to the product.

As per my view value addition is require is require for getting chamber certificate. SVB can ask you reason for not adding profit margin at the time of export . so it is advisable to check all parameters and than start the activity if is done regularly.
