Service provided to Govt. bodies., Service Tax

An assesse is providing service to Punjab State Govt.under the category of works contract service . The assesse received payment. No service tax is charged on the bill. Now whether the assesse is to pay service tax under reverse charge machanism or is exempted from paying service tax as the service provided to a Govt body under negative list.
