VGM weight issues, Customs - Exim - SEZ

We are in touch with mundra port authorities but they are unable to explain the practical steps of execution for factory stuffed export cargo, what is max weight allowed in 20FT and 40FT Dry cargo container ?? and how VGM has to be executed as container are sealed in factory, we do not find and certified agency in Rajkot doing that, our client are being told that port authorities will carry out and will provide VGM Certificate. As per VGM IMO rules separate weight of goods and container has to be done, how it is possible to break seal at port now ? we are getting certification but would love to understand the practical process.
