Tarriff classification - Rubberised Coir matterss, Central Excise

Dear Sir, I wish to know what is the Tariff classification for Rubberised Coir matterss. Basically this product is exempt from Central Excise duty vide notification no. 6/2006 Sl.no.71.

It appears that classification should be "9404 21 10". But, the classification may change depend upon the composition and nature of product.
