we are providing STD,PCO,FAX facility to our customer? Should we charge service tax from them for services provided by us?

No. You should not charge any service tax from the customer.
You are not a telegraph authority and the receiver of the servcie is not a subsriber and therefore as on date you are not required to charge any ST.
