The learned counsel has also relied on a recent judgment of the Hon'ble High Court, viz., judgment dated 21.4.2011 in Writ Petition (LOD) No.694 of 2011 (Babaji Shivram Clearing Carriers Pvt. Ltd. and Another vs. UOI Others). 4. We have heard the learned SDR also. 5. On a perusal of the records, we find that the CHA licence in this case was suspended with immediate effect in contemplation of inquiry against the appellant.The suspension order shows that involvement of the CHA was suspected in a case of undervaluation of certain goods imported by two parties, viz., M/s. Ltd. and two consignments by the present appellant. The CHA licences of all these parties were suspended on 14.7.2008 under Regulation 20(2) of CHALR, 2004 with immediate effect by the Commissioner contemplating inquiry against them. After a long period since then, inquiry officers were appointed in all the three cases but no progress was made by them. All the three CHAs, therefore, preferred appeals to this Tribunal. The appeals of M/s. Ismail Mohd. Sons and M/s. Mukadam Freight Systems Pvt.
