Power of CBDT to issue guidelines [ Section 9B(4) and Section 9B(5) ] If any difficulty arises in giving effect to the provisions of this section and section 45(4) , the Board may, with the approval of the Central Government, issue guidelines for the purposes of removing the difficulty. Every guideline issued by the Board under section 9B(4) shall, as soon as may be after it is issued, be laid before each House of Parliament, and shall be binding on the income-tax authorities and on the assessee.
