Article 33 Amendment 1. Any Party may propose an amendment to this Convention by submitting the proposed amendment to the Depositary. 2. A Conference of the Parties may be convened to consider the proposed amendment in accordance with paragraph 3 of Article 31 (Conference of the Parties).
