Statistics of arrears - Income Tax - 543/CBDT

INSTRUCTION NO. 543/CBDT Dated : May 1, 1973 Last year the question of arrears of income-tax attracted wide attention in the Public Accounts Committee, the Parliament and the Press. Even now a large number of Parliament Questions are being asked about direct taxes arrears. The Board have issued detailed instructions vide (i) D.O. F.No.370/70/72-IT(B) dated 21st February, 1973, (ii) D.O. F.No.370/11/73-IT(B) dated 5th March, 1973, and (iii) D.O. F.No. 385/33/73-IT(B) dated 12th April, 1973 on the subject. It is felt that if sincere efforts are made it will be possible for us to achieve the maximum results towards reduction of arrears. 2. In a recent meeting of the Chairman and the Members of the Board with the Finance Secretary, it has been decided that a recheck of the statistics of arrears may be introduced in the Department. 3. In order to implement this decision, it has been decided that the Inspecting Asst. Commissioner should inspect the Offices of the Income-tax Officers under him, once a year and he should check whether the arrears and collections are posted correctly. He could utilise his Head Clerk to assist him in making this check. The Commissioners should select 5 or 6 offices of Income-tax Officers in his jurisdiction already checked by the Inspecting Asst. Commissioner and carry out a thorough inspection of these Offices once a year to see whether the statistics of arrears have been properly maintained and whether action has been taken in regard to them as required. 4. These instructions may be brought to the notice of all the Officers and Members of the staff in each charge.
