Implementation of Gate Module at the International Container Transhipment Terminal (ICTT) for movement Containers from/to ICTT, Facility for ‘Let Export order’ from ICTT for House stuffed containers etc -Procedure - Reg. - Customs - 16/2013Extract GOVERNMENT OF INDIA OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE: COCHIN- 682009 TRADE FACILITY No.16 /2013 Sub: Implementation of Gate Module at the International Container Transhipment Terminal (ICTT) for movement Containers from/to ICTT, Facility for Let Export order from ICTT for House stuffed containers etc -Procedure - Reg. All Importers, Exporters, CHAs and Members of the Trade are hereby informed that a Gate Module will be implemented at the ICTT, Vallarpadom, for efficient and fast movement of containers to and from ICTT. Along with the gate module, the Department is introducing the facility for granting Let Export Order from ICTT Vallarpadom, for house stuffed Containers, on 24x7 basis as a trade facilitation measure and for speedy clearance of export consignments. 2. It is further informed that on implementation of the Gate module , it will not be possible in ICES version 1.5 to cancel the Let Export Order (LEO) or to effect amendments in the Shipping Bill once the entry is made by the Gate officer in the gate module at CFS. Hence, before handing over the shipping documents to the Gate Officer, CHAs/ Exporters should ensure that the particulars in the Shipping Bill are correct in all respects. 3. Regarding imported containers, it is reiterated that all Shipping Lines/Steamer Agents are required to compulsorily indicate against each line in the IGM, the name/code of the CFS opted for/intimated by the importers/CHAs, for movement of imported containers to the concerned CFS. Trade facility No.04/2011 dated 10.02.2011 may be referred in this regard for details. 4. The revised procedures for movement of export/import containers to/from ICTT shall be as detailed below:- Movement of Export Containers From CFS to ICTT 5. After stuffing and sealing of the export container at the CFS under Customs supervision, the Custom House Agent (CHA)/Exporter will hand over the Shipping Bill along with other documents to the Preventive Officer posted at Gate, CFS. The Preventive Officer will enter the necessary details in the ICES Gate out module regarding the Container number, Customs Seal Number, Truck number etc. and return the Shipping bill to CHA after noting the gate out time in the Shipping Bill/ Gate pass. 6. On arrival of the container at ICTT, Vallarpadom, the Preventive Officer posted at ICTT Export Gate shall verify the intactness of the seal and thereafter, make entries in the Gate In module . Thereafter, the gate officer will endorse Allowed loading after obtaining Entry Outwards under Sec 39 of Customs Act and allow the containers into the ICTT, if the Customs seal is intact and the LEO has been granted. If any abnormal delay is noticed in movement of container from CFS to ICTT, matter will be referred to AC/DC (Docks). Once entries are made in Gate in module, the Shipping Bill will move to EGM queue. House stuffed Containers 7. On arrival of the House stuffed Containers (under Customs/Central Excise supervision) at ICTT Vallarpadom, the Exporter/ authorized representative of the Exporter will present all required documents to the Preventive Officer posted at the Customs Export Processing Center (CEPC). The Preventive Officer will verify that the Customs/C.Excise seal on the container is intact and endorse the same in Shipping Bill and hand over to AO/Supdt. Posted at CEPC. The AO/Supdt. will verify the required documents and if found in order, will grant Let Export Order (LEO) in the EDI system. Exporters/ CHA can collect the LEO copy of the Shipping Bill from the Service Center, operated by ICTT Vallarpadom. After the LEO is granted by AO/Supdt, the P.O posted at CEPC will enter the necessary details in the ICES Gate out module after verifying the seal and truck number and return the Shipping bill to CHA after noting the gate out time in the Shipping Bill. Thereafter, the procedures mentioned in Para 6 above shall be followed for such containers for onward shipment. 8. For export containers arriving from ICDs, existing procedure will continue. Movement of Import Containers from ICTT to CFS/ICD 9. On receipt of application for movement of import containers to CFS/ICD, the gate officer in ICTT shall verify the container number, seal number and truck number, in addition to other documents, and enter the necessary details in GATE module ( Port to CFS or Port to ICD ) and endorse out-time in the triplicate/transshipment permit. The applicant shall ensure that the containers reach the CFS/ICD within the stipulated time with respect to the out-time noted from ICTT gate. On arrival of the container at CFS/ICD, the gate officer shall verify the seal, container number, truck number etc and make necessary entries in the GATE module ( Entry at CFS screen). Trade Facility No. 03/2005 dated 11.02.2005 may be referred to for details in this regard. 10. The above procedures will come into force from 21.05.2013.
