No. S/26-131/2011 A (G) (Pt.I) Date: 12/03/2013 PUBLIC NOTICE NO. 84/2013 Sub: Types of cases where manual filing of Bill of Entry (BE) Shipping Bills (SB) may be allowed by the Commissioner of Customs (Import/Export) reg. Kind attention of all Importers/Exporters, CHAs and trading fraternity is invited to the Public Notice Nos. 38/2006 dated 11.08.2006, 57/2011 dated 22.07.2011 and Addendum to the Public Notice No.57/2011 dated 13.01.2012, regarding types of cases where manual filing of Bills of Entry (Bs/E) Shipping Bills (S/Bills) may be allowed by Groups AC/DC Commissioner of Customs (Import/Export Promotion), respectively. In this regard, Para 2 of the Public Notice No. 38/2006 dtd. 11.08.2006 may be read as: All cases other than the listed ones would be necessarily referred to Commissioner of Customs (Import/EP), who would examine and decide the same on a case to case basis for allowing manual filing . LISTED CASES: IMPORTS (BILL OF ENTRY): a) Diplomatic Cargo b) Ex-Bond B/E, where quantity being cleared is more than the Into Bonded Quantity. c) Imports of under Carnet. d) Bills of Entry filed by Custodian (MbPT etc.,) for disposal of goods. e) Ships, boats, floating structures in chapter 89 (other than for ship breaking- CTH 8908). f) Bills of Entry utilising EPCG Concessional Duty 03% Annual Licence with Notification No. 103/2009 Scheme Code No. 11 without Import Item List (till the updation in EDI System) g) Bills of Entry utilising EPCG Concessional Duty 0% Annual Licence with Notification No. 102/2009 Scheme Code No. 12 without Import Item List (till the updation in EDI System) EXPORTS (SHIPPING BILL) : a) Ship stores Liquor, Cigarettes, perfumes, etc. (as system does not accept destination as India) b) Deemed Exports - As system does not accept destination as India). c) Air India Ware house (No EDI connectivity). d) Unaccompanied Baggage. e) PAS Post Parcels f) Re-Exports under Section 74 In case of any category other than the those listed above, the requisitions for manual Bs/E or S/Bills may be submitted by the Importer/Exporter/CHA to the concerned Appraising Group/Sections, who in turn would forward the requisition to EDI Section with their recommendations. The EDI section would process the proposal and put up with comments/ suggestions to the respective Commissioner of Customs (Import/EP). But it may be noted that the permission for manual Bs/E or S/Bills would be given by following Board s Instruction F. No. 401/81/2011-Cus.III Dated 04.05.2011 read with Corrigendum Dated 12.05.2011.
