Financial Intermediaries Must Meet Strict Risk-Return Verification Standards Under New SEBI Framework for Agencies

April 7, 2025

Circulars     SEBI

SEBI established a comprehensive framework for Past Risk and Return Verification Agency (PaRRVA) to verify and validate risk-return metrics for regulated financial intermediaries. The framework mandates specific eligibility criteria for Credit Rating Agencies (CRAs) and Stock Exchanges (SEs) to participate, including minimum 15 years of existence, substantial net worth, and robust investor grievance mechanisms. The verification process will operate on a two-stage approval mechanism, with an initial pilot period of two months, during which verified risk-return metrics will not be publicly disclosed. PaRRVA will be responsible for defining verification methodology, formulating operational workflows, and establishing systems for data management and dispute resolution, with SEBI retaining oversight and enforcement capabilities.
