Procedure for issuance of Custom passes in "Self' Category - reg. - Customs - 02/2013Extract GOVERNMENT OF INDIA MINISTRY OF FINANCE, DEPARTMENT OF REVENUE OFFICE OF THE COMMISSIONER OF CUSTOMS Airport ACC, Meenambakkam, Chennai- 600027 F.No.S.Misc.001/13-lmport Dated : 24 .01.2013 PUBLIC NOTICE NO. 02/2013 Sub: Procedure for issuance of Custom passes in Self' Category - reg. All the Importers/Exporters/Shipping Agents are hereby informed that those who wish to transact their business i.e. clearance of import/export consignment on Self basis should apply for Customs Passes for the Proprietor/Partners/Directors/Employees who will regularly be visiting Air Customs in the Import Section of Air Customs. The applications should be filled up in the prescribed format as per Annexure-I duly signed by the Proprietor/working partner/Managing Director/Executive Director/Company Secretary. The Customs passes shall also be issued in favour of person who are full time regular and permanent employees of the concern/company/firm. it is further clarified that Customs passes will not be issued to temporary/probationary employees. The following documents are required to be submitted alongwith the application. 1. In case of proprietary concern, an affidavit on ₹ 20/- stamp paper regarding declaration of proprietorship duly notarized (Annexure-Il) and also a copy of the Shop Establishment Certificate or Sales Tax Registration Certificate or Industrial licence duly notarized. In case of a partnership firm, photocopy of the Partnership Deed duly notarized is required. In case of a company a copy of Memorandum Article of Association, duty notarized will have to be submitted. The BIN/IEC No. should be indicated and if the IEC No. is not found in IEC directory of EDI system, passes shall not be issued. 2. Copy of R.B.I. Code cerftificate/copy of Import Export Code Certificate/entry permit issued by AAI duly attested by a Gazetted Officer. 3. Attestation forms in duplicate duly filled in and signed by the employee and employer (Annexure-Ill) 4. Copy of S.S.C. or equivalent Govt. recognized board certificate (Such as State Board, CBSE, ICSE certificates etc.,) duly attested by a Gazetted Officer. clarified that for Power of Attorney holder the requisite education qualification shall be a graduate of a recognized University. 5. Appointment letter. 6. Residential Proof (Photocopy of ration card/electricity bill/bank pass book) duly attested by a Gazetted Officer. 7. Copies of past B/E or S/B, if any 8. List of Customs pass holders. 9. Statement of volume of business for the last two years Year No. of Document handled ---- ---- ---- ---- 10. For Power of Attorney holders a Bond on ₹ 100/- stamp paper duly notarized as per Annexure-IV and the specimen signature of the person granting the power of attorney and the attorney holder should be duly attested by the Scheduled Bank. Further, all the importers/exporters are hereby informed that those who are clearing their consignments through Custom House Agents and intend to do post shipment work like submission of Export promotion scrips (Viz. Focus products, Focus marketing, VKGUY etc.) issued under Chapter 3 of F.T.P., 2009-14(vol.I), work related to Drawback Section etc., on Self' basis are not required to possess Customs Passes. They can do such work on their company's identity card and/or company's authority letter in favour of bonafide employee. The Customs passes issued as. per this Public Notice shall be valid for a period of two years in respect of Self'' Clearance from the date of issue or until it is surrendered whichever is earlier and shall be renewed further for a period of two years each time on the request of the employer.
