VIII/48/179/2010 CUS TECH Date: 09.02.2012 PUBLIC NOTICE NO. 10/2012 Sub:-Mandatory e-payment procedure for customs duty payments above ₹ 1 lakh-reg. Attention of the trade is invited to this office Public Notice No. 08/2012 dated 20.01.2012 wherein list of scheduled banks authorized to collect the customs duty through e-payment w.e.f. 16.01.2012 was issued. The data of usage suggests that e-payment facility has been well received by the trade. In view of the above it is now proposed to start mandatory e-payment procedure as envisaged in Board's Circular No.33/2011 dated 29-07-2011 2011 (communicated vide this office Public Notice.69/2011 dated 12.08.2011) for customs duty payments above ₹ 1 lakh on pilot basis at Air Cargo Complex, Bangalore. 2. The mandatory e-payment procedure shall come into effect from 21-02-2012. The following changes would take place in the business process. At present all the import challans are being sent to Bank Branches (attached to the site) as well as for e-Payment. In e-payment mandatory mode, if the duty amount is more than One lakh or if the importer is an ACP client (irrespective of duty amount) only e-payment is allowed. The option Mandatory E-Payment Online is provided with the National System Manager who will exercise this option for the payee's site from 13.02.2012. Menu for entering online date to make mandatory e-payment online is available in the site. System checks for the online date for each site and send challans accordingly. If the duty amount is more than one lakh or if the Bill of Entry pertains to an ACP client, the challan will not be sent to Bank and will only be sent for e-payment. If for any reason importer wants to pay duty for a BE through Bank branch he/she has to approach the Additional Commissioner (Systems), for permission to pay the duty through Banks at Air Cargo Complex, Bangalore. Once permitted, the challan for those BES will also be sent to Bank from next-day. Importer should make payment at the Bank next day. 3. All importers are requested to comply with the mandatory e-payment of Customs duties as per procedure laid down in Board's Circular No.33/2011 dated 29-07-2011. 4. Difficulties faced if any may be brought to the notice of the Additional Commissioner of Customs, Air Cargo Complex, and Bangalore with copy to the undersigned. (B.BHATTACHARYA) COMMISSIONER
