With increasing trade interaction and international travel, many Business Executives and holiday travellers are traveling abroad quite frequently. They carry expensive equipments like Camera, Camcorder, Cellular Phone, Note Book, Computers, etc. with them. At the time of departure, they have to take a Export Certificates with them to enable them to bring back the said goods without payment of duty on return. Normally, some of these goods are packed in the baggage of the passengers. It is, therefore, inconvenient for them to take out these articles packed in the baggage for presenting before the customs officer to obtain export permit. The number of such passengers is increasing and the frequency of their travel is also increasing and hence instances of such inconvenience is on increase and the current practice of issue of export certificate by the customs officer posted at the departure, after immigration clearance needs to be modified. 2. The issue has been examined and it is felt that there is a genuine need for issuing the Export Certificate before the departure of the passenger as a facilitation measure. Hence, the passengers who travel frequently, are hereby informed that they can apply for Export Certificates, well in advance, to the Assistant Commissioner of Customs (Tech), 4th Floor, CR Building, Queens Road, Bangalore-560 001 and the Export Certificate will be issued by the Superintendent of Customs (Technical)/countersigned by the Assistant Commissioner of Customs (Technical). The said certificate shall remain valid for period of one year The certificate will be serially numbered; stamped with the official seal of the issuing authority and will contain the details of (a) Name of the product, (b) Manufacturers name (c) Marks/number/Mode, and (d) Year of Manufacture. They should bring the item, which needs to be inspected before issuing the certificate. The exact name, designation and telephone number of the officers are available at www.bangalorecustoms.qov.in. 3. In addition to this facility, the existing system of issuing export certificate at the Airport will continue. However, passengers need to contact the airlines and Assistant Commissioner of Customs (Airport) at the international arrival, before they check in their baggage, for inspection of the goods and issue of export certificate which will be issued by the Superintendent and countersigned by the Deputy/Assistant Commissioner of Customs. The format for the export certificate enclosed as Annexure A . 4. Difficulties faced, if any, may please be brought to the notice of the undersigned. I further declare that draw back of duty is not being claimed on exportation. Signature of the Exporter/Passenger N.B.-To obtain exemption from import of duty on re-importation, the article must remain in the ownership of the exporter, or of his family. It must be brought back to India within three years of the date of export. The person re-importing it must produce this certificate and get the same endorsed from the Customs, before every departure out of the Country.
