III Dated 30-8-1988 Government of India Ministry of Finance (Department of Revenue) New Delhi Subject : Uniformity of including particulars of Bills of Entry in Ihe DTRs - Instructions regarding. It has been observed that a uniform practice is not being followed by the Customs Houses Collectorates in the matter of inclusion of particulars of warehoused goods in the DTRs. While the Customs Houses like Bombay, Calcutta Madras follow the practice of including particulars of goods against into-Bond Bills of Entry in the DTR's and do not include ex-bond clearances, the Goa Customs House is following a different procedure viz. of including in the DTRs, only of ex-bond clearances with reference to all bonded goods i.e. whether locally imported and warehoused or imported and warehoused at other ports and rewarehoused at Goa. This causes distortion in the actual import figures inasmuch as goods warehoused from other Major Custom Houses and compiled in the DTRs will again figure in DTRs of Goa Custom House when ex-bonded in Goa. On the other hand goods warehoused in Goa will not figure in DTRs if cleared in the jurisdiction of other Custom Houses. 2. In order to ensure proper accounting it has been decided that all the Customs Houses/ Collectorates should follow a uniform procedure of including in the DTRs only the into-bonds Bills of Entry at the port of importation. Particulars of ex-bond clearances should not be entered in the DTRs. 3. The receipt of this letter may please be acknowledged and compliance reported as soon as possible.
