Implementation of Risk Management System for Imports under the 100% EOU Schemes - Customs - Public Notice 14/2011Extract GOVERNMENT OF INDIA MINISTRY OF FINANCE OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE: VISAKHAPATNAM 530 035 F.NO. - S2/05/2004-EDI (Vol-II) DATE: 14.07.2011 Public Notice 14/2011 Subject: Implementation of Risk Management System for Imports under the 100% EOU Schemes- Regarding. Please refer to Public Notice No. 08/2009 dated 30.03.2009 and subsequent Addendums dated 01.04.2009 and 28.10.2009 on Implementation of Risk Management System (RMS) for remaining Export Promotion Schemes. 2. It was then informed that Bills of Entry pertaining to the accredited clients (ACP) only under the 100% EOU Scheme would be facilitated and the facilitation would be extended to non accredited clients under this scheme later. It has now been decided to extend RMS to non-Accredited Clients (non-ACPs) under the 100% EOU Scheme with effect from 01.07.2011. 3. Since all the bills of entry pertaining to 100% EOU will now be facilitated, except in the cases where the bills are hit by any interdictions, the same will directly go to Shed Appraiser/Superintendent for Out of Charge (OOC). Before going to the shed for OOC, the CHA/Importer shall present the Bill of Entry to the Bond Superintendent in the Bonds Section along with the Procurement Certificate (PC) issued by the Jurisdictional Central Excise Authority in a sealed cover. The Superintendent shall open the sealed cover and enter the particulars of the same in the PC register maintained for the same. After tallying the PC with the Bill of entry and completing the Transit Allowed (TA) procedure, the details of the TA no. and Bill of entry no. will be entered in the PC and a letter to the Jurisdictional Central Excise Authorities intimating the dispatch details of imported goods will be sent. Thereafter the CHA/Importer will present the Bill of entry to the Shed Officer who will tally the particulars of PC with the Bill of entry and if in order, will duly debit/deface the same and comply with the Compulsory Compliance Requirements (CCR)- Examination instructions, before granting OOC. 4.
